Warren First 931: Your local hub for all things community!

[00:05:15] It's 5 o'clock. I'm going to call the Safety Committee and Beer Board meeting to order at this time. I'm going to motion. I'll second that.

[00:05:47] All right. Sanitation department. I'm going to plant seats now.

[00:06:10] So this month we hauled 106 loads from the convenience centers to COPS for 706.01 times. Tipping fees were 379.26.86. School loads we had 13 hauled to CWS for 83.21. Tipping fees was 4470.04.

[00:06:36] The Wilson County or Williams, Warren County. I'll get it right here. One in W. One in W. We had nine loads for 28.39 tons. 1,525.11. Three-star mall has not been hauled. We have been working with Josh on cleaning up the highway department. There were five loads, 4.85 tons.

[00:07:03] Nine loads to CFC for 30.2 tons at 383.90. Metal to CFC was 35. Loads 32.28 tons. Aluminum cans, three loads at .55 tons. And we had .073 loads of batteries that we collected.

[00:07:25] So incoming to the county will be 7,544.50 for the tires as well. That made for a recycle for the month, 20%. That's a little better number. Yes, sir. That looks much better than mine. The pasture tires, 2,215. Is that an average? That's an actual count of how many we got. But I mean. It depends on the month. Last month was a low month.

[00:07:54] This month was a good month. Okay, go ahead. This depends on sales, doesn't it? Yes, sir. Okay, all right. Anybody got any questions on Tanya's report? No, no, no, no. We're just going to make one motion.

[00:08:23] I just question on this. Have you got a report? Yes, sir. So I spoke with our contractor today on the recycle center building at our location. They have delivered the rebar and the metal to form up the wall for the concrete as well as the floor. He stated that they were hoping to be there this week, but it will probably be Monday that they plan to hit the ground running. The insulation has also been delivered.

[00:08:52] We have been in discussion with McMinnville Electric for a 600-amp three-phase service for this recycle building while we're at it. That will put it to where we can expand and bail the cardboard for additional funds to come to the county instead of getting minimal. I spoke with TTR, which is who does our tires. They also do cardboard.

[00:09:17] They are willing if we put the service in to provide the equipment for us to bail and haul that cardboard, aluminum, and mixed paper. We have a recycle roundup this Saturday at our location from 9 to 1, and it's for items that people have a hard time getting rid of, supposedly. We accept tires every Wednesday, so that's not drastic.

[00:09:48] But tires, mattresses, scrap metal, styrofoam, and they send in people to actually haul all of that out. So we're not responsible for getting rid of it during that time. Molder oil? We accept molder oil and paint every Wednesday. Well what about Saturday? We will accept it on Saturday as well. Is there a name for that? It's just a special day. It's through Tennessee Environmental Council and it's called the Recycle Roundup.

[00:10:19] Is that just for that Saturday? That's just that Saturday. Now paint Saturday the 10th. You don't have any more copies of it. You want that one? No, you can't go back to some. Yeah, if you don't care, yeah, we always make two copies. Oh, okay. I thought Josh said on the phone with all those copies of it. He messed me up that time. You don't have a flyer or anything?

[00:10:47] No, no, there's no flyer for it. I've seen it in advertising. Here's on Facebook. It's been on Facebook and it's been, I forget, Donna Barrett is the one who spearheads that. So she's listed it a couple of different places.

[00:11:07] We did do our HHW two weeks ago for the household hazardous waste and that was put out. We sent out almost 2,000 flyers. We had 64 people show up. How's your truck training? The truck training? Your truck training. How are you putting them?

[00:11:36] We're better now. We have one that the radiator went out in last Monday. The same week the hydraulic controls went out on the tarpon system on another one. Fortunately, the radiator is fixed. The hydraulic controls, we should have it back this week. We're also refurbling two compactors. One is for midway and one is for biolas.

[00:12:05] I have not given up on your interview. We actually did a test with the 450 when residents run around and we can compact furniture with it. And it does a very good job. So I can get in in a single phase. But I am going to meet with, um, not this woman. The county. The county. Yes.

[00:12:34] I want to meet with them regarding three-phase service at that location to see which way is going to be most feasible. I'll make a motion with a crew report. So moved. I'll say a motion in a second. Any other discussion? All in favor say aye. Aye. Thank you. Thank you. Thank you. All right.

[00:13:04] To EMS. Everything's going good. Um, we got the remount trip that should be hopefully done in the next 30 days, 60 days. We took it in August. They say 90 days. So hopefully November 1st. Um, and then we had one, I don't know, here a month ago or something that was an accident.

[00:13:32] Uh, it's down there getting fixed as we speak. It was not, it was just, um, it hit a pile. It didn't hit no vehicles or nothing. Uh, so hopefully they'll still be backing up and going in the next month. Okay. Um, we're fully staffed. Staying busy like always. Our numbers are about the same. We're going to hit right around 8,500 again this year probably. Calls in the year. 8,500. Uh, grant. We got that grant. We're waiting on the grant information. I don't know if you still haven't seen anything yet. I've not seen anything.

[00:14:02] Uh, for the truck. The money for the angels. So we can't miss that one. That's a big deal. We're just waiting for an application to be sent out. Good deal. They sent it out and then it had to be changed. Uh, the deadline's up in the 15th of October but they haven't got a new application yet. So I don't know if they're going to move that back or what but we're still waiting on the date. You got a number you remind somebody? Yes, absolutely. Yeah, I do. I know. What, 15?

[00:14:32] Absolutely. Yeah, check. You'd be checking on something. He actually did not even reach out to someone. We haven't got an answer back yet but we will. Uh, because we don't want to miss that one. That's too good to be true. Right. What's that one that's what? Four hundred and thirty thousand? Three hundred and five thousand. Three hundred and five thousand. Yeah. We're going to end up having, you know, a little more than that in it but, eleven thousand I think it's going to be over but, Lord, it's worth that to get three hundred and five thousand. Yeah.

[00:15:01] That was including the load system. We're going to put it like 314 or something I think. I think everything else is going good. Right. Any other questions for Daniel?

[00:15:29] I'll make a motion we approve as a report. Second. The motion is second. There's no other questions. I'll call for a vote. All in favor? Aye. Okay. Thank you, Daniel. Thank you. Appreciate your hard work. EMA.

[00:16:08] It was kind of a busy month. Motion in favor. Of course. The helicopter crash on the third and stand off the same day. Smoke got started off pretty quick. Of course, I was coming back into town. I was off that day of the helicopter crash and we got to center town. I got to call, which anything that happens on the airport property is General Srodeo and I'm just support. It's outside the property. It's vice versa.

[00:16:38] One supports the other when you've got aircraft and stuff. So I didn't do a lot there. Contacted the state. Put it on their radar. Let them know that air traffic was closed at our airport where he's talking to federal people. So I didn't, but I turned right around and go out to the standoff because it's 96 degrees that day and there was people everywhere and they needed stuff. Of course, the fire was a big portion of September. It is disaster prepared in the month.

[00:17:07] It was the whole month of September nationwide. Didn't spend a lot of time on that with the public simply because nobody's paying attention or the fire is gone. It's just a waste of, you know. So after, afterwards, seeing you, we did go and appear on Main Street Media and done some, some, some media on the morning radio show about disaster preparedness. Opened up the tack and be it's that same afternoon. That's still financial management.

[00:17:36] But, uh, it poor people being on the radios and it was from one end of the spectrum to the other on pricing. Uh, TVA has done a bunch of changes to their dam safety and their emergency procedures. It's a workshop and discuss that with them and sign off. We need to, yeah. Any, any county that has a dam had to go through this. Uh, they do it every other year or when they make changes.

[00:18:02] We've just done this back in the spring, but then they've changed stuff over the summer. A lot of that has to do with the emergency management agency pulling away from the department of military and the federal side and forming their own, you know, true emergency management authority in the state of Tennessee. So they make some changes accordingly, but, uh, that stuff, uh, all has to be signed up.

[00:18:28] And all from the local EMA director for TVA. So anytime they make a change, that particular manual that you signed, it's gotta be updated. So that, that triggered an extra meeting for this year. And of course, on the last day of the month, we had a few wildfires, but a big one out in the Morrison, uh, area of Chris Springs part of the community, uh, that got pretty out of hand.

[00:18:58] I've got, uh, with me here for any of you guys, feel free to take one or keep one. We, if you might ask whatever, this is what the current drought situation is. This came out this morning. This is through 6am this morning. How much rain did y'all get? We got back two inches. We got, we got 1.79. The southern end of the county did not get that much. What this area?

[00:19:28] I don't know what town got, but the urban college, Harrison Ferry, Shills, Fort area got about 16th. 16th? Yeah, it did. It just, the line went right basically through the city north. We got some, but not what everybody else got. Not, uh, not, uh, not expecting any more rain this week until we get to Sunday. And of course, by Thursday, we're back in the 90s. So, here we are October.

[00:19:57] Anybody, it's not so much here, but if anybody's went to the, over the mountain area, the higher elk, which I know you have today, at the cross, you know, so up on top, the leaves are already changing, which means you're going to be falling, which means dry, dry, dry, dry, dry, dry, fire, fire, fire. So we got some more rain. This, this weather service on their briefing today said that Sunday was 50% chance. That was our next best chance for rain. 50% chance is not great.

[00:20:28] It's better nothing if we did. The last few times we've been at 50% before we get any rain. This past weekend, we're about 78% chance rain. We actually didn't get so on and so on. Just anybody ask for anybody's information. We're in a D2 right now. That'll remain that way until we get some significant rain. And that, you know, when we get, when it's that dry, we're already in D2.

[00:20:55] We're remaining in the D2 because everything that fell this week, we got sub-dried. So now the ground is once again dry. When you go down below the surface, still dry under there. That's what, we get several rains, whether it rains two or three days in a row, or two or three times over a seven day period. We won't see much of a change in that if we don't actually get worse. Hope that won't happen, but rivers. Since we've had some fires last week, I thought y'all might be curious about where we're at on track, what the trend is looking like.

[00:21:25] But that is typical. When you're wearing an El Nino weather pattern, and that is typical. When that happens, we are actually hotter and drier than we normally would. Yeah. Until that pattern breaks, we'll probably continue to see this. I hope that don't happen, but it can't. Mr. Chairman, I want to say something about Jason, please. Last month he was not here to give a report, and I wanted to tell him last month, so I'm a month behind on telling him.

[00:21:52] But we had our little thing at the school where they thought we had an active shooter. And he, I called him because we had a bunch of students outside who were getting extremely hot. And he jumped on a bag landing and got over and got some waters and things and was over there helping with that. And I appreciate him doing that. And I want him to get recognition for that because I don't know that's theoretically not his job. But at that time, I didn't know who to call.

[00:22:21] And I called him and he was Johnny on the spot. He stepped in. That's what I'm here to do. You know, it's just the fires last week. They called. They had some things. They need to say, well, just stand off law enforcement calls. Can you do this and that and the other? Because they run to the thing. Nobody says, hey, let's make sure we got enough traffic comes to block off a whole neighborhood at Dogwood Point. Let's make sure we go get some water and put in a cooler and get some water. They go, you know, they don't worry about that. That's right.

[00:22:50] Then when they get there, oh, this is going to be a long draw out deal. We need stuff. So they called me, you know, unless it's a big, you know, most anything weather storm related, that's going to be on me. Of course, the bigger it is, the more it is. Same way that you need like a large scale, be forest fire or something like that. But otherwise, I'm just a support person for those guys. I'm not firing them to do their thing, but they need something.

[00:23:18] You know, I don't, they don't need to stop and put that hose down to go get something that I could have brought to them. Yeah. But you know, and I can't, I don't want to be anybody's way, so I can't read their mind. So typically I wait till they call and then I go. And we're downstairs, we did have to resupply. After all the fire stuff was over that, that night on the 30th, I was out of there. So it's a Walmart when we went that night. Didn't wait till someone pop up during the night because everybody's running their combines late.

[00:23:48] I was trying to beat the weather this weekend before it got too wet to get any fields. These combines running at midnight around this county. So we've got everything downstairs resupplied. So we stayed ready so we don't have to get there. So if somebody calls, I can have basically whatever they need put in the back of my truck in less than 10 minutes and on the road. Wherever that may be. And that's what we're here for. Well, it got so dry, you know, beans got 8% moisture. There was no moisture at all. And it got so dry.

[00:24:18] The old leaves and stuff, it had never rained. And the leaves were still on the vines every day. But that dust, I think what got that thing filled with air, maybe I was speaking here on the plane, but I think it might have been burned. They said it comes from the combine. It didn't burn to come. No, he got out of one. I know we've done had one incident where we had to call Phil Prager and he brought the water truck.

[00:24:43] You know, we've had four combine, three that's caught on fire and that one in out Morsham was the combine. Cause something dropped out of the bag. And that was, if everybody knows, today's been pretty windy. But otherwise, the last few weeks, we've not really had any wind. That particular day though, the wind was blowing good. And that got down in the woods, on the other side of that tree line, down on the Chris Breeze side. There's houses all down the back of that wood line. So that's where it got real.

[00:25:13] Yeah, take it. And then the forestry was there and they were cutting lines and they got pulled away about halfway through their work. Something happened to the camp down, I don't know what it was, but they loaded up and got out of there fast. They had to go. So there was still a lot of tree and forest area. Yeah. So those fire guys, Morse and the Viola, that much, they were down in the woods, chainsaws, they were working hard. It was hot. Yeah. The compound fires get pretty hot. Yeah. You can see it for a while.

[00:25:43] Once the rubber and everything gets to go on and that mural keeps fading, you can't get close enough to put it down. No. And so when that gets so hot, when they spray that water in there, it'll evaporate before it ever actually hits what's going on. It's a fire. It gets that hot. The way those hoes are spreading, you have to change out stuff. Sometimes all you do is contain it and you let it burn itself out. That's all you do. Just tell me how dry it is. It's been a long time since I've seen the river not really living.

[00:26:14] Yeah. I mean, it's low, low. I've seen it lower than it is now, but it's been a while. Typically that area around the bridge or on Highway 80, there's a barrier there. That bridge, that's one of the deeper parts of Collins. Collins is not a very deep river anyway. It's been, I call it a handful of times that I can remember, I can see the rocks up out of the water at the bottom of the river and that's what's going on right now. Down there, that bridge, that's usually pretty deep right there. I've seen water over that bridge. Yeah. You're doing a good job, Bill. Thank you for it.

[00:26:44] Thank you. I'll make motion we approve. I second. Any other discussion? All in favor? Aye. We have a beer application we're going to address tonight. The application is off-premise permit, where it's sale to go. And this is, location is the Viola Valley Country Store on Viola Highway.

[00:27:16] Just past, is that called Five Mile that cuts from March into Viola? Just past it going into Viola on the right. I thought they already had it for me. They do. This is a transfer. There's a new owner they're selling. And so the location had already been approved. So the biggest thing is, is the background check.

[00:27:41] And Dipan Patel is the man that's going to be owner of the business. Oh, he lives in. And it shows him a present address in Lebanon, Tennessee. On the old stone road in Lebanon. I've got to call about that today. But the background check come back clean. And so everything good.

[00:28:11] All the, like I say, is already established and doing business there. And this young man's background was clean. So I'll make motion. I'll second that motion. You know. What did you have a phone call about? They're going, they want to know if there's any county's on them for campgrounds. That this guy's putting the campground in behind that store. This guy?

[00:28:40] Yeah, he's, I reckon they, they come by and ditches and wiring and I reckon they ask. And he's, we don't have no zoning on them. But he has to be inspected what he has installed, right? Everybody else has to. You have to inspect your legs, you have to inspect your safety things.

[00:29:07] Steve Martin's built some of the nice ones within the county and he's went an extra mile to make sure they beat everything. All the statutes. He's down with the state, everybody. Who'd you say? Steve Martin. Oh, okay. Steve Martin. Yeah, they have to be, or he does anything like that. I thought the boy out in Deverell done the same thing. You know, he had, he had septane systems all took care of it. Yeah. Yeah.

[00:29:36] Some more to that one. Okay. But anyway, we got a motion and a second. Any other discussion on this beer permit? If not, I'll entertain a vote. And I vote aye. Aye. Aye. All right. You know. All right. Is there any, any public comment today?

[00:30:05] I just want to say that I think Connie is a good good job. She's a, already was, knew, knew that kind of work. I think she's doing fantastic. Have you got your assistance? Katie Workley started two weeks ago. I think of when she started. And she's got on very well. She's very good with itself.

[00:30:34] She's a local girl. She's young. She's very driven. And she knows where we want to go. She's alongside me and I've been a wonderful assistant. If you're pleasing Gary, you're pleasing me. She's a little girl, but they said that might come in a small package. I think that's what to do. That's right.

[00:31:01] If there's no other business coming for our committee, I'll make a motion to adjourn. I'll make a motion. I second. Can you make a motion? Yeah, he can make a motion. I'll make a motion. I thought he made the motion.

[00:31:29] All right. I'm going to. What is it today? I'm going to. I'm going to. I'm going to. Can you hear some? Thank you.
